The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Council President Newlove.  The meeting began with the Pledge of Allegiance.

 

On roll call, Council Members Dunn, Frost, Heminger, McOmber, Newlove, and Sorrells responded.  Council Member Zanfardino was not present.  Also present were Mayor John Quinn, Municipal Administrator John Fawcett, City Attorney Michael Marsh, Assistant Utilities Director Paul Brock, Parks and Recreation Director Michelle Grigore, and Public Works Director Brian Craft, Utilities Director Kevin Maynard and Planning Director Rick Ketzenbarger were not present.

 

Council President Newlove declared the minutes of the meeting held July 2, 2007 approved as distributed.

 

 

CORRESPONDENCE

 

                Clerk noted that a listing of budget transfers for the month of July was received from Finance Director Rebecca Underwood and distributed to Council prior to the meeting for approval.  Council Member Sorrells moved, McOmber seconded, to approve the transfers as presented.  On unanimous voice vote, Council President Newlove declared motion carried.  A copy of the transfers is attached and made a part of these minutes.  Clerk also noted that copies of the Budget Summary Report for the month of June, 2007 was distributed to Council prior to this evening’s meeting.

 

 

OFFICIAL REPORTS

 

            Mayor John Quinn welcomed several honors students in attendance at this evening’s meeting.  Quinn noted that the students come from across Ohio are attending a conference at BGSU.

 

            Mayor Quinn noted that Finance Director Becky Underwood will be retiring at the end of the month after 34 years of service to the City.  Mayor Quinn introduced Brian Bushong who has been hired at the City’s new Finance Director and requested confirmation by Council of his employment.  Council Member Sorrells moved, Heminger seconded, to confirm Mr. Bushong’s position as Finance Director.  On unanimous voice vote, Council President Newlove declared motion carried.

 

            Mayor Quinn presented a Certificate of Appreciation to Ted Groat for his 15 years of service on the City’s Tree Commission.

 

            Mayor Quinn invited interested Council Members to attend the Wood County Mayors Association meeting with him on July 30 in Weston.  Reservations can be made through the Mayor’s office.

 

            Mayor Quinn introduced Police Chief Gary Spencer who announced that the annual National Night Out will be held on August 7 in the 100 block of North Main Street from 7:00-9:00 p.m.  Spencer also reported to Council that beginning August 11, the Police Division will begin going through the required process to maintain its national accreditation.

 

            Mayor Quinn presented a Proclamation to Parks and Recreation Director Michelle Grigore proclaiming July “Parks and Recreation Month” in the City of Bowling Green.

 

            Municipal Administrator John Fawcett reported that the Fire Division’s new ladder truck is now in service and invited interested Council Members to go out to the Court Street fire station to see the new truck. 

 

            Planning Director Rick Ketzenbarger was not present.

         

            Parks and Recreation Director Michelle Grigore had no report.

           

            City Attorney Michael Marsh had no report.

 

            Utilities Director Kevin Maynard was not present.  Assistant Utilities Director Paul Brock had no report.

 

            Public Works Director Brian Craft updated Council on current and upcoming Public Works projects.

 

 

NEW LEGISLATION

 

            The following new legislation was recommended by the Administration and presented to Council for introduction:

 

            Council Member Newlove, for the Finance Committee, introduced a resolution transferring previously appropriated funds.

 

            Council Member Newlove, for the Finance Committee, introduced an ordinance providing supplemental appropriations for the current expenses and other expenditures of the City of Bowling Green, Ohio, during the fiscal year beginning January 1, 2007 and ending December 31, 2007.

 

            Council Member McOmber, for the Public Utilities Committee, introduced an ordinance authorizing the Utilities Director to execute an agreement between Bowling Green State University and the City of Bowling Green for the installation and maintenance of certain composite communications cable.

 

            Council Member McOmber, for the Public Utilities Committee, introduced an ordinance authorizing the Utilities Director to advertise for bids and enter into a contract or contracts for the Poe Road and Lafayette Boulevard sewer improvements.

 

            Council Member McOmber, for the Public Utilities Committee, introduced an ordinance authorizing the Utilities Director to increase the City’s subscription level under the AMP-Ohio Hydro Developmental Subscription and Cost Sharing Agreement from 11,200 kilowatts to 20,000 kilowatts.

 

            Council Member Frost, for the Community Improvement Committee, introduced a resolution authorizing the Mayor of the City of Bowling Green, Ohio, to enter into a coordination agreement between the City of Bowling Green and the Ohio Historic Preservation Office for the administration of CDBG and HOME funded activities.

 

 

COUNCIL COMMITTEE REPORTS

 

            Council Member Newlove announced that the Finance Committee will meet on Monday, August 6, at 7:00 p.m. in the Council Chamber to discuss salary and benefits for salaried employees.

            Clerk read Ordinance #7693 creating and adopting Chapter 120 of the Codified Ordinances of the City of Bowling Green, Ohio, regarding secondhand dealers, for first reading.

 

            Clerk read Ordinance #7694 certifying unpaid cost of weed mowing to the County Auditor for placement on the tax duplicate, and declaring an emergency, for second reading.

            Clerk read Ordinance #7684 amending and adopting Section 98.03 of the Codified Ordinances of the City of Bowling Green, Ohio, regarding snow and ice covered sidewalks declared a nuisance, for third reading.

 

            Council Member Sorrells moved, McOmber seconded, to adopt Ordinance #7684.  On roll call vote, Council Members  Frost, Heminger, McOmber, Newlove, Sorrells, and Dunn voted yes.  Council President Newlove declared motion carried, and Ordinance #7684 adopted.

 

            Clerk read Ordinance #7685 amending Section 99.20 and abolishing Sections 99.21 and 99.22 of the Codified Ordinances of the City of Bowling Green, Ohio, all concerning the cutting and destroying of noxious weeds and grass, for third reading.

 

            Council Member Frost moved, Heminger seconded, to adopt Ordinance #7685.  On roll call vote, Council Members Heminger, McOmber, Newlove, Sorrells, Dunn, and Frost voted yes.  Council President Newlove declared motion carried, and Ordinance #7685 adopted.

 

            Clerk read Ordinance #7687  authorizing the Utilities Director to execute an easement agreement between the State of Ohio for Bowling Green State University and the City of Bowling Green, Ohio, for third reading.

 

            Council Member McOmber moved, Dunn seconded, to adopt Ordinance #7687.  On roll call vote, Council Members McOmber, Newlove, Sorrells, Dunn, Frost, and Heminger voted yes.  Council President Newlove declared motion carried, and Ordinance #7687 adopted.

  

            Clerk read Ordinance #7688 accepting an easement for right-of-way purposes from First Federal Bank of the Midwest, for third reading.

 

            Council Member Frost moved, McOmber seconded, to adopt Ordinance #7688.  On roll call vote, Council Members Newlove, Sorrells, Dunn, Frost, Heminger, and McOmber voted yes.  Council President Newlove declared motion carried, and Ordinance #7688 voted yes.

 

            Clerk read Ordinance #7689 accepting annexation of approximately 40.022 acres of land in Plain Township, Wood County, Ohio, from Richard L. & Joan L. Conrad, petitioners, for third reading.

 

            Council Member Frost moved, Sorrells seconded, to adopt Ordinance #7689.  On roll call vote, Council Members Sorrells, Dunn, Frost, Heminger, McOmber, and Newlove voted yes.  Council President Newlove declared motion carried, and Ordinance #7689 adopted.

 

            Clerk read Ordinance #7690 establishing interim zoning for the Conrad property recently annexed to the City of Bowling Green, for third reading.

 

            Council Member Frost moved, Heminger seconded, to table Ordinance #7690 until August 20, 2007.  On roll call vote, Council Members Dunn, Frost, Heminger, McOmber, Newlove, and Sorrells voted yes.  Council President Newlove declared motion carried, and Ordinance #7690 tabled until August 20, 2007.

 

            Clerk read Ordinance #7691 approving the S-District Site Plan for the Chauncey Pointe Townhouse Development, for third reading.

 

            Council Member Frost moved, McOmber seconded, to table Ordinance #7691 until August 20, 2007.  On roll call vote, Council Members  Frost, Heminger, McOmber, Newlove, Sorrells, and Dunn voted yes.  Council President Newlove declared motion carried, and Ordinance #7694 tabled until August 20, 2007.

 

            Clerk read Ordinance #7692 amending and adopting Section 151.17(B) of the Codified Ordinances of the City of Bowling Green, Ohio, relating to fee charged for trees, for third reading.

 

            Council Member Frost moved, Sorrells seconded, to adopt Ordinance #7692.  On roll call vote, Council Members Heminger, McOmber, Newlove, Sorrells, Dunn, and Frost voted yes.  Council President Newlove declared motion carried, and Ordinance #7692 adopted.

 

            Council Member Sorrells moved, Frost seconded, to excuse Council Member Zanfardino from this evening’s meeting.  On unanimous voice vote, Council President Newlove declared motion carried.

 

Council Member Frost moved, McOmber seconded, to adjourn.  On unanimous voice vote, Council President Newlove adjourned the July 16, 2007 regular meeting of the City Council at 8:35 p.m., subject to call.
