The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Council President Newlove. The meeting began with the Pledge of Allegiance.
On roll call, Council Members Dunn, Frost, Heminger, McOmber, Newlove, and Sorrells responded. Council Member Zanfardino was not present. Also present were Mayor John Quinn, Municipal Administrator John Fawcett, City Attorney Michael Marsh, Assistant Utilities Director Paul Brock, Parks and Recreation Director Michelle Grigore, and Public Works Director Brian Craft, Utilities Director Kevin Maynard and Planning Director Rick Ketzenbarger were not present.
Council President Newlove declared the minutes of the meeting held July 2, 2007 approved as distributed.
CORRESPONDENCE
Clerk noted that a listing of budget transfers for the month of July was received from Finance Director Rebecca Underwood and distributed to Council prior to the meeting for approval. Council Member Sorrells moved, McOmber seconded, to approve the transfers as presented. On unanimous voice vote, Council President Newlove declared motion carried. A copy of the transfers is attached and made a part of these minutes. Clerk also noted that copies of the Budget Summary Report for the month of June, 2007 was distributed to Council prior to this evening’s meeting.
OFFICIAL REPORTS
Mayor John Quinn welcomed several honors students in attendance at this evening’s meeting. Quinn noted that the students come from across Ohio are attending a conference at BGSU.
Mayor Quinn noted that Finance Director Becky Underwood will be retiring at the end of the month after 34 years of service to the City. Mayor Quinn introduced Brian Bushong who has been hired at the City’s new Finance Director and requested confirmation by Council of his employment. Council Member Sorrells moved, Heminger seconded, to confirm Mr. Bushong’s position as Finance Director. On unanimous voice vote, Council President Newlove declared motion carried.
Mayor Quinn presented a Certificate of Appreciation to Ted Groat for his 15 years of service on the City’s Tree Commission.
Mayor Quinn invited interested Council Members to attend the Wood County Mayors Association meeting with him on July 30 in Weston. Reservations can be made through the Mayor’s office.
Mayor Quinn introduced Police Chief Gary Spencer who announced that the annual National Night Out will be held on August 7 in the 100 block of North Main Street from 7:00-9:00 p.m. Spencer also reported to Council that beginning August 11, the Police Division will begin going through the required process to maintain its national accreditation.
Mayor Quinn presented a Proclamation to Parks and Recreation Director Michelle Grigore proclaiming July “Parks and Recreation Month” in the City of Bowling Green.
Municipal Administrator John Fawcett reported that the Fire Division’s new ladder truck is now in service and invited interested Council Members to go out to the Court Street fire station to see the new truck.
Planning Director Rick Ketzenbarger was not present.
Parks and Recreation Director Michelle Grigore had no report.
City Attorney Michael Marsh had no report.
Utilities Director Kevin Maynard was not present. Assistant Utilities Director Paul Brock had no report.
Public Works Director Brian Craft updated Council on current and upcoming Public Works projects.
NEW LEGISLATION
The following new legislation was recommended by the Administration and presented to Council for introduction:
Council Member Newlove, for the Finance Committee, introduced a resolution transferring previously appropriated funds.
Council Member Newlove, for the Finance Committee, introduced an ordinance providing supplemental appropriations for the current expenses and other expenditures of the City of Bowling Green, Ohio, during the fiscal year beginning January 1, 2007 and ending December 31, 2007.
Council Member McOmber, for the Public Utilities Committee, introduced an ordinance authorizing the Utilities Director to execute an agreement between Bowling Green State University and the City of Bowling Green for the installation and maintenance of certain composite communications cable.
Council Member McOmber, for the Public Utilities Committee, introduced an ordinance authorizing the Utilities Director to advertise for bids and enter into a contract or contracts for the Poe Road and Lafayette Boulevard sewer improvements.
Council Member McOmber, for the Public Utilities Committee, introduced an ordinance authorizing the Utilities Director to increase the City’s subscription level under the AMP-Ohio Hydro Developmental Subscription and Cost Sharing Agreement from 11,200 kilowatts to 20,000 kilowatts.
Council Member Frost, for the Community Improvement Committee, introduced a resolution authorizing the Mayor of the City of Bowling Green, Ohio, to enter into a coordination agreement between the City of Bowling Green and the Ohio Historic Preservation Office for the administration of CDBG and HOME funded activities.

Council Member Newlove announced that the Finance Committee will meet on Monday, August 6, at 7:00 p.m. in the Council Chamber to discuss salary and benefits for salaried employees.
